Singapore Taxpayers' $$ for Changi Airport's "trolley art"

In the latest crazy act from Changi Airport's T3 workers, a Trolley "exhibition" or "art display" some may call it, can be seen on parade at the departure hall.

What's this. Some kinda joke by the T3 workers? They seem to enjoy packing large nos. of trolleys into neat "squares". If u look at the top-left-hand corner of the pic, there's another huge display of this "art exhibit".
